Public Private Partnerships (PPPs)
Our Public-Private Partnership (PPP) service provides comprehensive legal and strategic support for infrastructure projects implemented under Indonesia’s PPP framework. We understand that successful PPPs depend on a careful balance between public policy objectives and private sector participation, backed by robust legal certainty and clear risk allocation. As a leading PPP law firm in Indonesia, we advise government bodies, state- owned enterprises, and private investors across all stages of PPP development — from policy formulation to project execution.
We assist clients throughout the PPP lifecycle, including project identification, feasibility assessment, procurement, contract negotiation, and financial close. Our services include drafting and reviewing PPP agreements, concession contracts, and project finance documentation, as well as ensuring compliance with Presidential Regulation No. 38/2015 and its implementing regulations. We also provide strategic advice on tariff structuring, government support, and performance frameworks to ensure project sustainability and bankability.
Beyond project-level work, our firm is actively involved in the advancement of Indonesia’s PPP regulatory framework. We have advised Bappenas in preparing Bappenas Regulation No. 7/2023 on PPP Implementation Guidelines; LKPP in drafting LKPP Regulation No. 1/2025 and developing Model Bidding Documents for IKN PPP Procurement; the Ministry of Finance (MOF) in consulting MOF Regulation No. 68/2024; and we are currently advising the Ministry of Home Affairs (MOHA) in revising MOHA Regulation No. 96/2016 on Regional PPP Procedures. This ongoing involvement reflects our deep institutional understanding of Indonesia’s PPP ecosystem and reinforces our ability to provide practical, policy-aligned legal solutions.
Our experience includes advising ministries, state-owned enterprises, and private sector participants on PPP projects in transportation, energy, and public utilities. We have successfully structured and negotiated PPP arrangements that attract private investment while protecting public interests. Clients rely on our PPP legal advisory for its unique combination of regulatory insight, commercial acumen, and proven experience at both project and policy levels.
